Job Summary:

AVT Simulation is seeking a detail-oriented and experienced Senior Subcontracts Specialist to support the Senior Contracts Manager in managing all subcontracting activities. This role involves overseeing subcontract negotiations, subcontract administration, subcontractor compliance, and subcontractor performance monitoring in support of our Program Managers and their DoD or commercial simulation and training contracts. The ideal candidate will have significant experience managing supply chains (materials) and sub-contractors (products and services) in a DOD environment, knowledge of the Federal Acquisition Regulation (FAR), and Defense Federal Acquisition Regulation Supplement (DFARS), and experience working in a defense contracting environment. This position will work across programs and leverage multi-program opportunities during subcontractor negotiations.


Key Responsibilities:
  • Travel to supplier/subcontractor locations to engage in direct, face-to-face collaboration.
  • Manage and respond to supplier/subcontractor information requests, ensuring accuracy and timeliness.
  • Conduct regular on-site evaluations to verify supplier/subcontractor capabilities and production capacity.
  • Build and maintain strong, trust-based relationships with key supplier/subcontractor stakeholders.
  • Partner with suppliers/subcontractor to proactively identify risks, define mitigation strategies, and monitor recovery plans.
  • Provide program managers with clear, consistent updates on supplier/subcontractor risks through monthly reporting.
  • Identify and qualify new sources of supply to strengthen and de-risk the supply chain.
  • Assist the Senior Contract Manager in managing subcontract lifecycle from proposal teaming during RFP, proposal development, and program execution.
  • Lead subcontract negotiations, including price analysis, terms and conditions, and risk assessment.
  • Draft subcontract agreements and work with contracts to execute them in accordance with company policies and government regulations.
  • Assist in the development of subcontractor agreements, NDAs, RFQs, RFPs, and other relationship definitions..
  • Ensure subcontractor compliance with FAR/DFARS, and other applicable regulations.
  • Monitor subcontractor performance and deliverables, ensuring milestones, timelines, and quality standards are met.
  • Work with Program/Project Managers to develop SOW, PWS, and/or SOOs for Subcontractors.
  • Maintain accurate subcontract files and documentation to support audits and internal controls.
  • Support internal and external reviews, audits, and proposal efforts.
  • Collaborate with cross-functional teams (engineering, finance, program management, manufacturing, supply chain) to align subcontract deliverables with project goals.
  • Track and report subcontract status, risks, and issues to the Senior Contract Manager.

Qualifications:
  • Bachelor's degree in Business Administration, Contracts, Supply Chain, or related field; Master’s degree a plus.
  • 5+ years of subcontracting experience, to include materials, products, and services.
  • Experience in Government/DoD contracting environment.
  • Strong understanding of FAR, DFAR, DPAS, SBA and other relevant federal regulations.
  • Ability to track and validate subcontractor statuses across multiple high-profile programs simultaneously.
  • Proven ability to negotiate and manage complex subcontracts.
  • Excellent written and verbal communication skills.
  • Strong organizational and problem-solving skills.
  • Experience with Microsoft Office, Deltek Costpoint, or other ERP systems preferred.
  • Experience with subcontractor measures of merit / metrics to evaluate performance.
  • Experience with subcontractor visits to ensure reported progress equals actual progress.
  • Security clearance required. (Ability to obtain may be acceptable for US citizen with no civil or criminal history.)

Preferred Skills:
  • MBA
  • National Contract Management Association certification(s) (CPCM, CFCM, CCCM, CCMA)
  • Association for Supply Chain Management certification(s) (CSCP, CPIM,)
  • Institute for Supply Management certification (CPSM, APSM, CPSD)
  • Working knowledge of simulation and training industry DoD environments.
  • DoD contracting experience.
  • Proficiency in Microsoft Office Suite, especially Excel and Word.
Working Conditions:
  • Office environment.
  • Occasional travel (up to 50%) will be required for potential or current subcontractor site visits, trade shows, or program reviews.
